The Forest Management Planning Package (FMPP; http://fp0804.emu.ee/wiki/index.php/FMPP) represents a success story as regards forest Decision Support Systems. It has been used on a regular basis by forest owners covering some 40% of the forest area of Sweden, or about 10 million ha, for long range planning at the forest level. However, the inception or implementation period stretched over many years. The purpose of this project is to try to find out why FMPP finally became such a success. The likely theoretical background theories would be DSS development methods and innovation diffusion theories.

The data collection method would include interviews/questionnaires with the creators of the system (the initiator and his colleagues) and among key persons among the users (essentially officers at forest companies).
